| Globalization is a process of development ( so far ) not to resist , but you can also bring economic growth , prosperity to many places , but it has many causes tremendous turbulence in lifestyle of many people khac.2 State , as a major player in the process of globalization can not avoid the impact , influence from such an inevitable trend . Looking at the positive angle , globalization with its pressure will push the country intensified, further consolidating the role , position yourself to succumb to the intense competition in terms of political life , economic and social . State with its enormous power to adjust and modify the legal regulations , the guidelines and policies ... to suit the general trends of the world . In the economic field , to match the economies of the world , our country has to negotiate and sign treaties , international agreements , bilateral agreements , multilateral countries other to form the legal framework , the behavior for nations in general economic activity . To join the WTO , Vietnam has to negotiate and conclude such agreements are : the General Agreement on Tariffs and Trade 1994 (GATT 1994) , the General Agreement on Trade in Services ( GATS ) , the Agreement on aspects of the Trade -related Intellectual Property Rights ( TRIPS ) Agreement on Investment measures relating to trade ( TRIMS ) Agreement on Agriculture ( AoA ) , the Agreement on Textiles ( ATC ) , the Agreement on Anti-Dumping ... In the framework of the region and the country , our country has negotiated , signed agreements to conduct joint agreement , reasonable benefit stakeholders in economic activity. Globalization requires countries in the world in general and Vietnam in particular to reform administrative procedures , reduce complexity , aims to establish a system of administrative procedures streamlined, simple but effective results ... It is an important part of creating favorable conditions for economic activities , social and political place in an efficient manner ... In particular , today's administrative factors became more important , decisions part of the efficiency and attract investment by foreign investors in our country ... However, globalization also has its downsides . Globalization with institutions such as the WTO has limited executive power of the state , not only in relation to external but also domestic policies . Most of our legislation passed in recent years is to revise how to run the country in accordance with international practice - ie follow the general pattern , may not be an exception. The report of the Working Party on Vietnam's WTO accession is clearly listed , in detail the commitments of Vietnam that looked at a certain angle , the shrinking of state intervention into business . For example , after the Asian economic crisis in 1997, Vietnam began to require businesses to sell foreign currency revenue for the state in 1998 but then gradually to lower this rate down to 50 % in 1999 , 40 % in 2001 , 30 % in 2002 and to 0% since 2003 . During negotiations , countries have reiterated this request and Vietnam committed not to act against the rules of the WTO and IMF . The negotiating countries , derived from the benefits of the free flow of financial companies has narrowed the resilience of the state , but it worked well during the Asian financial crisis . Even with the commitment to implement the amendments to several laws . The phenomenon of shrinking state role in economic governance does not only occur in the transition countries like Vietnam, but also in developed countries . Problem preserve traditional culture and national identity increasingly become the concern of the country and tend to be regarded as a matter of national security concept . Because the process of globalization and international economic integration increases international exchanges and uniformity in many areas of social life . The strong economy affect other countries . Many values are inherently comes from a country , usually large countries , there is a strong economy , are recognized and become almost common values of different societies . Many of the nation's private value is eroded and lost influence . Thus , along with the process of globalization and integration , while also occur the losing countries customs , gradually eroding the nation's cultural identity . The value of the common man in uniform with a tendency extent possible hybrid or multiple values of different cultures has been happening increasingly clear ... |
